Backup quarterback Shaun Hill orchestrated a beautiful drive that ended with a seven-yard touchdown pass to tight end Brandon Pettigrew.
The Lions now lead 13-10 with 9:38 in the third quarter.
With Stafford out with a left hand injury, Hill marched the Lions down the field with ease. He went 2-for-2 passing for 23 yards and had two rushes for 13 yards.
Keiland Williams entered the game at running back after Kevin Smith limped off the field. He had four carries for 16 yards on the drive.
The Raiders also gave up 19 yards on two penalties on the drive.
